It is officially time, I personally can't wait any longer, and I can tell that a few of you could't either. It is officially time for the 2019 set league to begin. Last years league was so much fun to play and it seems this years league may be even bigger and better. Most rules and regulations of the league will be ran the same as last year with a few changes, such as instead of a minimum of 20 man rosters, you can now have a minimum of 18 players, giving you a little more spending money if you choose to go that route in the team building process.
So basically to anyone new to this here is what I am looking for, you will be the GM of your team and draft them in a fantasy draft and stay at or below the 5,000 point salary cap for the league. All players that don't get drafted will enter the free agent pool. Free agency is for managers who remain below the salary cap to add and drop players that you think can help your team better throughout the season. Managers will have a limit of 10 free agency moves that they can make throughout the season. Trades are also allowed and do not count against your moves for the season, but you must remain under the salary cap. Also once the draft is completed, you can fill your roster with remaining points if you want to expand your roster, and up until the first games of the season, roster moves do not count against your season total.
Potential Draft Dates:
I wanted to give everyone some advanced time to prepare for the draft and clear your schedule for the day/night of the draft.
My first initial thoughts on a draft week are either the week of January 27th or the week of February 3rd.
Preference would also be on a week night/evening.
My first try was going to be on a fantasy baseball draft site, but none of those will be up until late February and I am impatient and ready to roll so I will create another draft page.
My League Draft Rules:
Draft order will be randomized prior to the draft so you can prepare for the team you think you want to build. A draft date and time will be set either a week from today, or once all the spots in the league a full, I am leaving the league open to 20!! entries this year if we get that many great, if not we will still have a league either way.
A timer will be implemented this year giving you 2 minutes to draft your player. If not, I will choose a player at the average remaining salary you have left in a position of need,(average salary starts at 270 points).
I will also send out a league predraft sheet, so you can see all the players, to prep for the draft ahead of time, which may speed up the process.

If more than 12 teams participate, I will be splitting the draft into 2, half of you will draft from the AL players pool and the other half from the NL player pool. Also this way I can have drafts on different days and times to help fit schedules and time zones as participants seem to be all over the place.
Draft will consist of only players from the official 2019 set, none of the other variations you may have seen so far.
Must Draft:
9 Pitchers (must have 4 person rotation)
1 C
1 1B
1 2B
1 3B
1 SS
1 CF (or OF)
2 LF/RF (or OF)
any position can be the DH
Any players after that can be whatever you would like
Roster Construction:
Pitching:
Each pitcher gets their full card IP no matter when they pitch in a game
9 pitcher minimum, in this day in age of the bullpen game, and a set with multiple relievers with 3-5 IP you can set your rotation however you want.
Any pitcher that exceeds 3IP or more will need 2 games off
Pitchers can only pitch 2 games in a row before needing a game off
If a pitcher exceeds their IP in a game they will need the next game off
Something to keep in mind when setting your bullpen and rotation
Starters lose an IP once they give up 4 runs, and then another IP for every run after that
Relievers and Closers lose and ip for every run they give up.
If your pitcher rolls a 1 that is a mistake pitch, the batter will then roll with a 24 sided dice.
Batting:
Lineups can be set weekly by the manager
Players playing out of position will receive -5 as their fielding score.
Fielding:
If your infield score + the dice roll on an infield defensive play is less than 10, it is an error and all runners advance 1 base.
If your outfield score + the dice roll on an outfield defensive play is less than 5, it is an error and all runners advance 1 base.
Base-running:
5 Steal attempts per game, excluding single+ attempts where the runner gets an additional +3 to their speed.
Runners going home from second get a +5 to their speed
All runners receive an additional +5 with two outs
Post Draft Rules:
All undrafted players will become free agents
Waiver wire order will be determined by reverse draft order, and update weekly based on worst record to first.
NO Pennant Run players this season
Managers can add free agents as long as they remain under the salary cap
Maximum roster of 25 players, minimum 18
Maximum of 10 waiver wire moves, Trades do not count
Manager pages in the league spreadsheet will be updated where you can set your rotation, bullpen rotation, batting order, and many other sliders that I will be providing to get a better gauge at how you want me to play your regular season games out. If you update these things during the season please send me an email or dm on twitter so I know to make changes to my game pages.
If your post draft roster is over the salary cap, necessary moves must be made to get your team below the salary cap.
Game Rules:
Basic game rules will apply, no strategy cards
No bullpen pitcher can pitch more than 2 games in a 3 game series
If they pitch more than the IP on their card, they must take the next game off.
**New rule**Max 5 steal attempts per game, single+ does not count
